Ruggiero replaced Richard Holbrooke following the latter's death in December 2010.

Days ago, media reported that US wants to establish permanent military base in Afghanistan.

Some 140,000-strong NATO-led troops with 90,000 of them Americans have been deployed in Afghanistan to help ensure durable peace in the post-Taliban country.
