Make demolition rules transparent

Comment on "A different look at demolitions" (China Daily, Jan 6)
The article shows how transparency could help the legislative process. There seems to be little reason or rationale for leaving out certain provisions of "majority rule" in demolition regulations. Knowing who took such a decision and the rationale for that may help the debate as counterpoints.
But there is no way to know that without an explanation by the administrative unit in charge of taking the decision.
Transparency in the administration and the legislation process could help provide the answers and lay the ground for better discourse while drafting legislation.
