'Naked officials" are generally put under control; but the key problem lies in "naked power", which lacks supervision and runs at the will of officials. It is necessary and urgent to introduce the rule of law and shut naked power in a cage, so that wherever their family members are, officials are no longer able to misuse their power in hand.

Some officials oppose the move of shifting naked officials to unimportant positions, claiming officials' children have the right to study abroad, too. That sounds reasonable, but the fact is, naked officials tend to fall more easily into corruption because family members overseas can easily transfer illicit money abroad; there are too many cases of corrupt officials sending family members abroad and then fleeing.

The authorities have said that naked officials are being moved to less important and less powerful posts to decrease the chances of corruption. A good preventive idea, but more measures, such as stricter supervision of power and transparent governance, are needed to cleanse the soil that breeds corruption.

Many local governments judge leading officials based on their own reports, this lacks efficiency and exactness because officials might hide facts in their reports. Why not encourage the media and ordinary citizens to contribute to the reports, which will save a lot of trouble? Officials can cheat the government agencies they serve but can hardly hide key information from everyone else.

In its reform plans, the top leadership vowed to propel the assets disclosure of newly promoted leading officials, which includes information on their family members. That's a good move, because many corrupt officials save illicit money in their family members' accounts.
