Law enforcement must be ensured

It is big challenge to manage cities as the country is quickly urbanized, says an article in the Southern Metropolis Daily (excerpts below).
Street vendors do not have an easy job. They have to work in all weathers and the public can be fickle in their demands. But law enforcement agencies must also make sure that the law is upheld.
There is the potential for a conflict of interest but there should never be any physical conflict.
The central government should consider reforming the current urban management system to avoid physical conflict between the vendors and law enforcement staff.
