$652m spent on child welfare: report

China's civil affairs departments spent nearly 4 billion yuan ($652 million) on child welfare in 2011, according to China Child Welfare Policy Report in 2013.
The figure marked a sharp rise from 2010 when 646 million yuan was spent on child welfare, according to the report released on Friday.
