The women’s federation in the Guangdong provincial capital plans to distribute more than 10,000 “anti-wolves manuals”.

The manuals look at the menace of sex pests and offenders, and shows women and girls how best to cope with the threat.

The manual came about after 2,506 women and girls reported that they had been victims of assaults and harassment in the southern metropolis in the past three years, according to a statement from Guangzhou Women’s Federation on its official website.

About 50 percent were below 14, and more than 65 percent of the victims knew the offenders, said the statement.

The surveys also showed that relevant departments, including schools, neighborhood committees and the media, have failed in promoting sexual education among girls, said the statement which was released on Thursday.

Guangzhou Women’s Federation is expecting the special illustrated manual to help further raise awareness.
