Former CSRC advisor: consider upgrading QFII

Anthony Neoh, former chief advisor to the CSRC, China's securities regulator, says once IPOs resume, the regulator could bring on more international names to the market to raise the par. But before that happens, Neoh says the first thing is to let the capital market do what it's supposed to do--offer financing.
