China needs proper planning

Comment on "How best to educate a mobile population" (March 30, China Daily)

It is pointless to say anything as long as China is still undergoing developmental changes. But one thing that can certainly benefit all is good city planning. The waste generated by building houses which no one lives in is much greater than say empty schools.

Good city planning can foresee the future population size and the estimated mobile population. Development without proper planning leads to chaos.

This again indicates that China needs to strengthen its central and local administrative abilities.
