WASHINGTON - US President Barack Obama plans to appoint Susan Rice as his national security adviser, replacing Tom Donilon, who is resigning, in a major shift to the White House's foreign policy team.
Obama plans to make the appointment, first reported by the New York Times, later on Wednesday. He will also fill Rice's current position, the US ambassador to the United Nations.
