SEOUL - Kim Jong-il, top leader of the Democratic People's Republic of Korea (DPRK), said he is willing to negotiate any issues with Republic of Korea (ROK) and members of the stalled nuclear disarmament talks, former US President Jimmy Carter said in Seoul Thursday.
