"I have been urging Libyan authorities to stop fighting and allow humanitarian assistance," Ban said at a press conference held in Cairo.

"Killing his own people, this is totally unacceptable, this is the violation of human rights and international humanitarian law. I believe he has lost completely his legitimacy," Ban added.

He also stressed the challenges for the political dialogue and post-conflict reconstruction of Libya.
