PARIS- The first meeting of the Contact Group on Libya will be held on April 13 in Doha, capital of Qatar, French Foreign Minister Alain Juppe said on Thursday.

In addition, the minister recommended EU foreign ministers at their next gathering hear representatives of the Libyan National Transitional Council, which France took the lead to recognize as the unique legitimate representative of Libya people.
EU foreign ministers are expected to meet next Monday in Brussels. The French minister said he would try to make the Libyan opposition envoys be heard by his European counterparts at the meeting.
"We still have some resistance from some countries but apparently we need to talk to those responsible even if they have no monopoly in the representation of the Libyan people," Juppe said.
Foreign military intervention backed by UN resolution to implement a no-fly zone in Libya enters into the third week. However, prolonged conflicts between pro- and anti-government forces have made the humanitarian situation there worse as coalition forces intensified air strikes on Muammar Gaddafi's troops.
UN Secretary-General Ban Ki-moon on Wednesday voiced deep concern about the situation and called for immediate cessation of abuse of military force against civil population.
