"This contributes to foster a well-proportioned and stable society, which is fundamental to all the achievements," he added.
Apart from the Kazan Universiade, Russia is to host a number of international sports events later, including the upcoming IAAF World Championships in Moscow due next month, 2014 Sochi Winter Olympic Games and 2018 FIFA World Cup.
"Those events will improve local infrastructure, create jobs and attract millions of foreign tourists," Mutko said, adding it would also present the world with an open Russia.
The Chinese delegation, he said, was competitive in many disciplines but "could have done better."
China ranked the third on the medal list, winning 24 gold medals, 27 silver and 22 bronze as of Tuesday.
Interaction and communication between Russia and China has been fluent and fruitful, Mutko said, citing the bilateral youth sport games finished earlier in Shanghai.
"Cooperation potential in sports sector between Russia and China is enormous. China is a major sports power in the world, and the two countries could work on sports policies more closely," Mutko noted.
Meanwhile, it was not expected to envisage more and more competitions among youth from the two neighbor countries, but to further communication and deepen friendship, he said.
"Russia and China have their own strengths. Through competitions, communication and joint training, children from the two sides will learn from each other and improve together," says Mutko.
