The draft introduces the electronic monitoring of stadium hooligans and on-the-spot jurisdiction in hooliganism cases, also foreseen are legal sanctions for the possession of knives and other weapons on stadium premises.

The act does not include proposals by Poland's general prosecutor Andrzej Seremet, who recently suggested penalties for face-veiling and life-long stadium bans.

In response to requests by Euro organizer UEFA, the act also allows beer consumption at the Euro games. The alcohol greenlight will be an exception for the Euro event, which is partly sponsored by a beer producer. Polish laws forbid all alcohol at sporting events.

The Euro 2012 soccer championship, to be hosted by Poland and Ukraine from June 8 to July 1, 2012, will take place in four Polish cities of Warsaw, Gdansk, Wroclaw and Poznan as well as four Ukrainian cities of Kiev, Lvov, Donetsk and Kharkov.
