Make new Five-Year Plan more practical

The government should be more clearheaded when addressing the difficulties facing China and heed the people’s true feelings when it makes the 13th Five-Year Plan for the period of 2016 to 2020, says an article of the 21st Century Business Herald. Excerpts:

The National Development and Reform Commission will start drafting the development plan for China for the five years after 2015. The commission minister claimed recently that China is already a middle-income country, and it will become a high-income country according to the standard set by the World Bank by 2020.

The new Five-Year Plan for the period from 2016 to 2020 will not only set the development target, but also influence the government’s operation models. The government will delegate more powers to the market, society and pay more respect to people’s personal feelings about the country’s development.

The transformation of economic structure, innovation-driven growth and upgrading of industrial structures are the key issues the plan will tackle.

The purpose of the new plan is not to boast the achievements China has made and will attain, but to help the government solve the problems affecting the country’s transformation and overcome the pains of growth.

It is necessary for the authorities to solicit more opinions from the public and give the people opportunities to participate in the drafting process.
