Quake rescue and relief efforts require expertise and facilities. A quick response is vital. Every passing minute lessens the chances of pulling people from the rubble of a quake.
The authorities' response and efficiency in rescue efforts have improved greatly.
Many people want to extend a helping hand to quake victims, but mere enthusiasm is far from enough. Unprofessional volunteers can block traffic and delay the work of professional specialists.
We have to appeal again to kind-hearted volunteers to be more rational.
The professionals know what they are doing.
