Corruption nourished by complicated land deals

Land deals are prone to corruption, said an article in Southern Metropolis Daily (excerpts below).
Most corrupt officials under investigation recently have close connections with real estate developers. Land is a hotbed for the misuse of powers and malpractice, because of the lack of supervision. Real estate developers are the main bribers.
The labyrinth procedures don't help.
Real estate projects need approvals from 166 government departments, involving about 180 officials. Such complicated administration procedures can nourish corruption.
Local governments have a vested interest to sell land to promote economic growth.
The central authority must simplify the system and make land transfers transparent to the public.
