Respond to people's complaints properly

The State Bureau for Letters and Calls, an agency that receives complaints from the public, will open a website. But complaints should not only be recorded but also solved, said an article in the Southern Metropolis Daily (excerpts below).
Collecting complaints through the Internet will reduce the operational costs of the agency and local governments.
But the agency needs to not only make the new channel an effective means to convey problems, but also to ensure the problems are solved.
The communication channel is important but the most difficult part is "the last mile" of the long journey.
Different authorities "kick the ball to each other".
Launching the website to collect complaints is good beginning. But it is far from enough.
China should promote rule-by-law and but not the system of rule-by-government. The left hand cannot solve the problems of the right hand. The courts should undertake the responsibility of helping people to solve their complaints.
