The brain drain is serious. How to attract more talent from around the world is a big challenge, said an article in China Business News (excerpts below).

The brain drain is a result of international competition for talent and skill.

If the government really attaches importance to innovation, it should reflect on the reason why China cannot retain even its own expertise, let alone attract foreign talent.

In developed countries, enterprises and universities, are closely connected in research and development.

Protection of intellectual property rights and a healthy market environment ensure talent and skill are rewarded.

However, China's research and development in universities and institutes is dominated by the government.

It is extremely complicated to start up a business in China.

Material wealth is only one aspect. The government should create the environment to retain expertise and then attract foreign talent. Otherwise, it is impossible for China to develop an economy driven by innovation.
