It's reasonable to forbid organizations and individuals from adopting abandoned children, but the authorities should improve the protection and procedures, says an article on Beijing Youth Daily. Excerpts:

Seven authorities including Ministry of Civil Affairs, National Development and Reform Commission and Ministry of Public Security have issued an announcement that any organization or individual that finds abandon children should not privately adopt them and should immediately report to the local authorities.

Some worry that this policy does not protect the children and may deter people from caring for them at all. But forbidding private adoptions actually aims to lessen the crime of abandoning children.

This makes the orphan adoption process more standardized and legalized, and without a regulated adoption process, the security and interests of the children can hardly be guaranteed.

To dispel the public worry, the authorities should make more efforts to ensure the social security of abandoned children. The authorities should not only forbid private adoption but should also take more responsibility in their care and healthy development.
