Promotion procedures must be open

The election and promotion of officials must be fair and transparent, according to an article in Beijing Youth Daily (excerpts below).
An official and his daughter resigned from their posts recently in Jining, Shandong province, because the public believed the father promoted his daughter.
Promotion is not the problem but the manner of it may be. Without obvious merit or transparency, suspicion will flourish.
If the election and promotion procedure is fair and open, people will not complain.
Procedures must be transparent and beyond rebuke.
