Ban cars without license plates

Comment on "Fatal accidents a reminder" (China Daily, Aug 28)
The article says vehicles without license plates should not be allowed to ply on roads. But vehicles without number plates are a common sight on Beijing roads. How will police or the public identify the culprit in a hit-and-run case if vehicles do not have number plates?
Strict enforcement of the traffic law will be a move in the right direction to make China's roads safer.
