A step in the right direction

Comment on "Harbin to ban smoking in restaurants" (China Daily, Feb 22)
I wish I could say I had confidence in China's anti-smoking regulations, but I am afraid I don't really see them having any effect in the near future. People just smoke anywhere they want and nobody seems willing to enforce the ban anywhere. Maybe it has something to do with Chinese culture, which has a high tolerance towards others' behavior.
But what Harbin has done is a good start and I hope it will help to ban smoking in restaurants in other parts of the country.
