Promising promise, difficult goal

Comment on "China vows to double workers' pay in 5 years", (China Daily, April 20)
Although the promise sounds great, I am afraid the government will find difficult to fulfill it.
Workers in private enterprises account for a large part of the overall workforce in China. Their income is generally lower than that of employees in State-owned enterprises. How can the government double those workers' income in the next five years?
It's a tough issue that the authorities have to deal with if they really want to fulfill their promise.
