Strong disciplines, strong focus, certainty of delivery within the rule of law, all sit as one of the key elements of success for any party that is trying to deliver successful outcomes for its country. So it seems to me that the discipline that he is talking about there is associated with trying to deliver the best policy outcomes for the Chinese people.
