SHENYANG -- Heavy rain in China moved northeast to Liaoning province on Wednesday night and the local weather bureau raised a red alert for rain on Thursday morning.
Huludao city in western Liaoning had been hit with 394 mm of rain by Thursday noon. Many urban areas were waterlogged, with vehicles submerged in water.
Rain has forced the evacuation of 12,000 people, swamped 11,800 hectares of farmland and damaged 3,000 houses, 363 km of roads and 128 bridges.
The rain has also disrupted rail services and telecommunications. More than 30 trains operated by the Shenyang railway bureau have been canceled.
