Key points of the review
The examination throughout May will focus on:
・ Ensuring that the government incentives encouraging private investment were effectively implemented.
・ Making sure that private investment has easier market access.
・ Checking whether local governments are effectively serving private investors.
・ Guaranteeing fair competition for private investors and that all private investors are treated equally.
・ Ensuring sufficient financing support for private investors, particularly small and micro businesses that may face financing difficulties.
・ Promoting cooperation between local government and public-private partnerships.
・ Making sure that local governments and departments are working to maintain steady growth of private investment.
New airports to help on two fronts
More airports are to be built in China to improve transportation services in distant areas and densely populated cities-a move aimed at increasing employment opportunities and upgrading the service sector.
The State Council made the decision on Wednesday at an executive meeting presided over by Premier Li Keqiang.
The airports will help faraway regions with poor transportation links that are often hit by natural disasters, as well as cities with large populations and serious traffic jams.
Civil aviation projects will be built in key agricultural and State-owned forestry areas to facilitate aid and medical treatment during emergencies. Enterprises and individuals will be encouraged to take part in construction of new airports.
The nation will also cultivate more civil aviation companies with international competitiveness, and research and development of key aircraft and navigational communication equipment will be increased.
More nonmilitary aircraft will be used for resource exploration, environmental monitoring and transportation services.
Additional low-altitude airspace will be opened up steadily to civil aviation. Approval for such flights will be streamlined and safety supervision strengthened to ensure flight security.
