China first legislates against domestic violence

BEIJING - Chinese legislators are working on a law specifically on domestic violence that highlights prevention and introduces habeas corpus.
The bill was tabled to the National People's Congress (NPC) Standing Committee for a first reading on Monday. The draft clearly defines the responsibilities of different social groups in preventing domestic violence, including government, social organizations, communities, schools and medical institutions.
Those who work in schools or medical institutions must file reports to the police if they find or suspect domestic violence. Those who fail to make such reports when relevant will be in dereliction of their duty, the draft read.
The draft also introduces a writ of habeas corpus. Victims and those in real danger of domestic violence can file to the people's court for a writ of habeas corpus, and the court must grant or deny applicants the writ in 48 hours.
