Draft to raise compensation ceiling

A draft amendment proposed to lawmakers on Monday will further raise the ceiling for compensation if a business owner has intentionally provided substandard products that have resulted in death or severe health damage to consumers.
The stipulation, submitted to the National People's Congress Standing Committee for a second reading, has suggested punishing illicit business owners up to three times the damage their products caused consumers.
The previous draft version, which set the compensation ceiling at two times the damage, has sparked debate on whether financial punishment can achieve the desired deterrent effects and compensate consumers.
The proposal has also stipulated that celebrities, as well as other individuals, should be held liable for endorsing misleading advertising, if the product being endorsed is related to the health of consumers and has caused damage to them.
