Litterbugs face a maximum fine of 1,000 yuan ($163) from this month in Shenyang, capital of Liaoning province, Liaoning Daily reported on Tuesday.
Litterbugs, especially motorists who discard garbage will be captured by the traffic surveillance system and pay fines ranging from 20 yuan to 1,000 yuan.
The local government has exposed 163 serious cases among examples of 915 uncivil behavior captured on cameras in May, including spitting and littering.
