Liaoning has handed out coats and heavy quilts to more than 10,000 homeless people this winter, according to the provincial civil affairs authority.
Shelters are open 24 hours and provide free clothes, food and medicine.
Mobile relief teams are also searching the streets, railway stations and abandoned buildings throughout the day to help homeless people and poverty-stricken people, the authority said.
