China has started its 12th Five Year Plan (2011-2015), and government departments are drafting plans to guide the development of different sectors.
The industrial planning by MIIT will focus on obsolete capacity elimination, consolidation and technology upgrades, the source said.
Another plan for the industrial sector is being drafted by the National Reform and Development Commission; the focus will be on adjusting productivity's regional distribution.
