"The priority is to treat competition with an open and comprehensive attitude," Yang said at a press conference at the Great Hall of the People in the capital.
"Every country should be allowed to use their comparative advantage and potential in global competition and to reach the goal of a win-win development," he said.
Yang added that China has been cooperating with developed countries in helping other developing nations, building more than 2,200 km of railway lines and 3,400 km of roads.
"We should help countries which lagged behind in global competition due to historical and other reasons to improve their ability in maintaining a sustainable development," Yang said.
Yang made the remarks at a press conference in Beijing on the sidelines of the annual session of the National People's Congress, the country's top legislature.
