Four detained over Shanghai high-rise fire

SHANGHAI - Police Tuesday detained four people over a high-rise blaze that had left 53 people dead and more than 70 others injured in downtown Shanghai.
An initial investigation blamed the disaster on mal-operation by unlicensed electric welding workers, according to a report by www.xinmin.cn.
