According to the conference, the move to reduce inventory will go along with population urbanization. Progress will be made to connect infrastructure between third and fourth-tier cities and super-large cities, improve public services including education and medical services of the smaller cities, and increase their appeal to people transferred from the agricultural sector.

China has adopted a series of policies promoting education equity in recent years. The State Council announced at an executive meeting in August that students from registered poor families would be exempt from high school tuition fees.
