Coal-based factories hit with heavy fines

Ten coal-based factories have been fined a total 519 million yuan ($83.57 million) by the National Development and Reform Commission.
The power enterprises were either closed illegally or without making sure they were left in a safe condition.
Factories were found to have shut down desulfurization facilities without authorization, delayed using desulfurization facilities and operated illegally while receiving government subsidies.
