China plans to spend 10 billion yuan ($1.6 billion) to build an airport, piers and other infrastructure on islands administered by the South China city of Sansha, the 21st Century Business Herald reported on Tuesday.

The newspaper cited Jiang Dingzhi, governor of Hainan province, which has jurisdiction over the city. China set up Sansha in June.
