Premier Li Keqiang said in his Government Work Report this year that the country will encourage large enterprises, universities and research institutes to enable access to resources necessary for innovation, boost the digital economy and the sharing economy, and create an environment conducive to innovation and entrepreneurship featuring online-offline institutes, and end-users, and partnerships between businesses of all sizes. With these efforts China will create an upgraded edition of the national drive to promote business startups and innovation.

Mass entrepreneurship and innovation was first advanced by Li in the Government Work Report of 2015. In the past three years mass entrepreneurship and innovation have become an important engine driving the transformation and upgrading of the economy.

In 2017 the State Council, China's Cabinet, issued a document to enhance the innovation-driven development strategy to further promote mass entrepreneurship and innovation. It promoted the expansion of mass entrepreneurship and innovation to a larger scale, higher level and deeper degree.

The Government Work Report this year advances updating mass entrepreneurship and innovation to cultivate new growth poles and new driving forces for the economy.
